Added a PDF for Stat-Debug. This is just a placeholder PDF that will not influence market price. (ADV-227) Also fixed an issue with Stat-Debug where attempts to call GetPrice() on an item without data results in an error. (SDBG-4)

ADV-16: Add help and tooltips to all of the Stats modules. The StdDev module still needs a bit of clarification on what it does (I think it is correct, but I commented out the part I am not sure about, to allow for time to make sure). Also commented out the MakeScrollable stuff to remove the scrollbars until we actually need them.

Fixes ADV-69 ADV-27. A manifest function was added to the Core Auctioneer functionality. This allows for Auctioneer Advanced to know the revisions of all the installed modules. Auctioneer Advanced also now provides a "/aadv about [all]" command based on this information.
