Fixed a Stubby problem, where a function registered with RegisterAddOnHook sometimes gets called before the addon it's registered for is fully loaded.

Update TOCs to 20200. Add new Auc-Db, and a debugging stats module that provides info on the last 10 objects of a type scanned. Some fixes to DebugLib.
